The first meteorological station on the territory of Kyrgyzstan was opened by Russian traveler N.A. Severtsev in 1856 in the village of Ak-Suu on Issyk-Kul. Observations were carried out on precipitation, air temperature, and atmospheric phenomena.

In 1881, the weather began to be regularly monitored in Osh; in the same year, the Karakol weather station was opened in September, organized by artillery lieutenant colonel Yaroslav Korolkov, who conducted meteorological observations until 1933.

In October 1881, in a military fortification with. The third meteorological station arose in Gulcha. The meteorological site was located right next to the barracks on the parade ground, a booth, a weather vane, a sundial and a rain gauge were installed. The first observer was non-commissioned officer S.M. Dolgopolov. The station operated for two years. Continuous observations in the village. The gulcha were resumed only in 1937.

In 1885, a meteorological post was opened in Naryn.

Following these first meteorological stations, stations arose in the military fortifications of Irkeshtam (1889), Rybachye (1894), Tokmak (1895) and Pishpek (now Bishkek, 1896), and a little later stations were opened in Arasan ( 1903), Dzhergital (1909), at the mouth of the river. Tos (1913), in Kochkork (1913).

In those years, the equipment at meteorological sites was primitive; it was installed on wooden bulky supports. At best, the sites were fenced with a picket fence. Wooden poles served as weathervane masts. The network included a little more than a dozen meteorological stations and about two dozen hydrometeorological posts. The lack of a unified observation method, poor equipment, interruptions in observations - all this reduced the value of observation materials. However, the collected hydrometeorological materials made an invaluable contribution to the study of the nature and climate of Kyrgyzstan.

On July 18, 1926, a meteorological bureau was created at the Narkozem of the Kyrgyz Autonomous Soviet Socialist Republic. This day is considered to be the founding day of the Hydrometeorological Service of Kyrgyzstan.
